Chili Cornbread Pie

1 lb extra lean ground meat
1 cup chopped onion
1/2 cup chopped red bell pepper
2 cloves garlic chopped fine
1 15 oz can black beans drained and rinsed
1 15 oz oz can tomato sauce
1 28 oz can cut tomatoes
1 4oz can whole green chilis chopped (optional)
4 tbsp chili seasoning or 2 tbsp chili powder
1 tsp cumin
1 tbsp onion powder
1/2 tsp garlic powder
1/2 tsp salt

Preheat oven to 400 degrees. Brown meat in the dutch oven. Add onion and peppers and cook until limp. Drain, add remaining ingredients, bring to a boil, and simmer. Place cornbread batter on the top and bake at 400 degrees until browned on top.
